The preview is always free. You pay only when you've seen your completed form and want the filing-ready copy.

Dealerships, employers, universities, and nonprofits pay per filing or per year, depending on the account.
What the fee covers (and what it doesn't)
The WhyFill fee pays for software only. It never includes government filing fees.
Government fees are paid by you, directly to the agency, when you file.
Four things to know before you pay anyone
- WhyFill is a private company. We're not a government agency, and we're not connected to one.
- Blank forms and official instructions are always free from the agency that issues them.
- You review, sign, and file the form yourself. Government filing fees are separate and paid to the agency.
- WhyFill is not a law firm. We don't give legal advice, and this service is not a substitute for an attorney.
No subscriptions. No hidden fees.
You pay once, after you've seen your finished form. If we can't complete your form, you don't pay.
Questions
Is the preview really free?
Yes. Answer the questions, see your real form filled in, check it as many times as you like. You pay only when you want the clean copy to file.
What if the agency changes the form?
We track new editions. If a form changes while you're working on it, we'll tell you and move your answers over.
Can I get a refund?
If you paid and something is wrong with your documents, write to us and we'll make it right.
Why do I pay the government fee separately?
The agency charges its own fee when you file, and we never touch that money. Our fee only covers the software that fills the form.
